Low vote turnout, gains by rebels deal blow to West Bank leaders
RAMALLAH, West Bank (Reuters) - Gains by splittists and a low turnout have dealt a blow to Fatah, the dominant party in the Israeli-occupied West Bank, which had hoped to paper over internal squabbles and a lack of cash with a strong election showing.
The long-delayed elections for control of 94 West Bank towns and villages took place on Saturday for the first time in six years and were in many ways a vote of confidence in Mahmoud Abbas, the Western-backed president and Fatah chief, and his inner circle.
The powerful Islamist group Hamas boycotted the election and prevented voting in the Gaza Strip, leaving the field largely clear for the mainstream Fatah party, but results released on Sunday showed several party rebels took seats in major cities.
Worse for the leadership, barely half of eligible voters turned out and Hamas backers in the West Bank also seemed to have stayed at home.
The result may further weaken Abbas's hand internally, even as he is due to make his case for statehood recognition at the United Nations next month.
"The turnout and the non-participation by the Islamists won't make them happy, and the political failure both in participation and in results is worse for them than in previous polls," Hassan Asfour, a critic of the authorities, wrote in an editorial in the online Amad newspaper.
"The preliminary results on the victories of those who dropped out of Fatah ... registered a strong rebuke to the way the party is being run."
Technocrat Prime Minister Salam Fayyad was the butt of violent anti-austerity protests last month throughout the West Bank, along with other party figures, after the heavily indebted government withheld salaries when it ran out of money and hiked fuel prices to meet agreements with Israel.

Wins for ambitious local party bosses in Nablus and Jenin may promise futher headaches for national leaders, who have tried to tame rogue Fatah elements in the northern towns by stripping the candidates' party memberships, and earlier this year purging security officials and waves of arrests.
Once an exile guerrilla group, Fatah traded fatigues for business suits when the Palestinians signed the Oslo accords with Israel in 1994 and began to govern parts of the West Bank, which still remains mostly under Israeli control.
Fatah described the conduct of the election as a victory and a vindication of its platform, which unlike Hamas, still hopes for a negotiated peace settlement with Israel.
Fayyad hailed "an important and constructive process ... despite difficult circumstances".
"The local elections which took place in the northern provinces do not affect reconciliation efforts, but help to deepen unity and engrain democratic principles," Fayyad said.
Hamas lawmaker Ahmed Attoun hailed the results as a victory for the people who shunned the elections.
"We know that these results are a victory to the Islamist currents which called to boycott these elections, which did not succeed despite the big effort made to bolster turnout," said Attoun, who won his post in parliamentary elections cancelled by a short, bloody factional war in 2007.
"It shows that the Palestinian people stand with the choice of having elections based on a national consensus," the West Bank legislator told Reuters.

HBT: Jeter might need surgery for broken ankle
A source tells Wallace Matthews of ESPN New York that Derek Jeter will likely need surgery on his broken ankle.
While he has yet to meet with the specialist in North Carolina who will make that final determination, Matthews is reporting that Jeter suffered ligament damage making surgery necessary. ?The surgery should not affect his?availability?for spring training.
The stuff further down in Matthews article is what I find most interesting: the speculation that the bone bruise Jeter had already been suffering from was painful enough that it messed with his footwork, which in turn made the awkward steps which led to the broken ankle happen. ?It?s hard to really know the causation in play there, but it seems plausible.

The search for the body of a 19-year-old University of New Hampshire student was suspended Sunday ahead of the arraignment for a martial arts instructor who's been charged in her death, a prosecutor said.
A ground and water search on and around Peirce Island in Portsmouth, N.H., was put on hold Sunday, Senior Assistant Attorney General Jane Young said, according to The Associated Press. She said officials will discuss the next "viable step" in the search on Monday, the same day 29-year-old Seth Mazzaglia of Dover is arraigned in connection with the death of Elizabeth "Lizzi" Marriott.
Mazzaglia was charged Saturday with second-degree murder, but Marriott's body has not been located. Marriott was from Westborough, Mass., and had been living with an aunt in Chester, N.H., and commuting to the university in Durham.
Assistant District Attorney James C. Vara would not comment on how cooperative Mazzaglia had been after his arrest or how investigators were led to the Peirce Island. The island which is about 100 feet off the coast of Portsmouth and is connected by road to the mainland, the Boston Globe reported.
Mazzaglia and Marriott met last summer when both were working at a Target store in Greenland, N.H., Marriott's aunt, Rebecca Tyning, told the Worcester Telegram & Gazette. Young confirmed they knew each other, but she declined to say whether they worked together.
"There was familiarity between them," Young said.
Marriott, a marine biology major, was last heard from on Tuesday.
She attended class that night and made plans to visit friends in Dover. Her cellphone was used that night, according to fliers family members posted around town. Her car was later found in a campus parking lot in Durham.

Seth Mazzaglia is charged in the death of Elizabeth
Friends and family have described Marriott as a fun-loving, trusting young woman with a wide circle of friends who was active in chorus and a prom queen in high school. She loved animals, volunteered at the New England Aquarium and was helping put herself through school by working at Target, friends said.
?This evil act will not define Lizzi,? the Rev. John Taylor, pastor of the First United Methodist Church in Westborough, told his congregation on Sunday,?the Worcester Telegram & Gazette reported.

At a vigil in Westborough on Saturday night, her father choked back tears while speaking to the hundreds who had gathered, calling his daughter an angel and saying she's now in heaven.
Mazzaglia graduated from the University of New Hampshire in 2006 with a degree in theater. Friends have said they were shocked to hear of his arrest.
A person named Seth Mazzaglia was listed in a short newspaper article as one of 18 graduates last December from the Portsmouth Police Department's Citizens Police Academy, a program that aims to bring citizens closer to police and raise public awareness about crime prevention techniques. The academy's director, Sgt. Tom Grella, could not be reached for comment Sunday.
Mazzaglia was being held at the Strafford County House of Correction in Dover on Sunday. It was unclear whether he had an attorney, but Young said she expected him to have one appointed in time for Monday's hearing.
