This spring the World Health Organization (WHO) celebrated the early completion the 2015 development goal of bringing improved drinking water to an additional two billion people since 1990.

"Today we recognize a great achievement for the people of the world," United Nations Secretary General Ban Ki-moon said at the occasion. "The successful efforts to provide greater access to drinking water."

The feat was a landmark in securing what the U.N. General Assembly declared in 2010 was a universal human right: "access to safe and clean water." In an effort to improve health and quality of life across the world between 1990 and 2015, the U.N. established eight Millennium Development Goals (MDG). One of the sub targets was to "halve, by 2015, the proportion of the population without access to safe drinking water and basic sanitation."

And by early 2012 only approximately 800 million people around the globe still relied on "unimproved" water sources such as streams, ditches or unprotected wells, which are the most likely places for contaminated water. Pipes, boreholes and protected wells are much more likely to prevent contact with dangerous pathogens, chemicals or sewage runoff.

But just because water is pouring out of a spigot does not mean that it is safe to drink. In poorer areas, where infrastructure and sanitation are often much worse, even sources of water that have been "improved" are frequently at risk for contamination by human and animal feces, according to recent analyses.

Improved but not necessarily safe
One report, published earlier this year in the Bulletin of the World Health Organization, analyzed water quality test data from five countries (Ethiopia, Jordan, Nicaragua, Nigeria and Tajikistan) and found that many sources of "improved" water failed the safety test. When these improved waters were tested and compared with survey data about where people got most of their water, the estimates for the populations that have access to safe drinking water fell by 16 percent in Nicaragua, 15 percent in Nigeria, 11 percent in Ethiopia and 7 percent in Tajikistan. (Jordan, which primarily uses public utilities to pipe water, remained at a relatively high percentage.) Additionally, the study authors noted, the number of people who had access to safe?and not just improved?water in 1990 was likely much lower than previously estimated, which means that the 2015 target is even farther away than estimated by the current rubric.

Extrapolating from these five very different countries spread over three continents to the rest of the globe is difficult. But one group of researchers at the Gillings School of Global Public Health's Water Institute at the University of North Carolina at Chapel Hill took a shot at it in their March International Journal of Environmental Research and Public Health paper. They estimate that some 1.8 billion people?28 percent of the population worldwide?was using unsafe water as of 2010. That is far more than the 783 million (or 11 percent) estimated by WHO and UNICEF to have access to improved water sources. The researchers acknowledge that their "estimate is imprecise," but "the magnitude of the estimate and the health and development implications suggest that greater attention is needed to better understand and manage drinking water safety." And other experts in the field agree that their estimate is a good ballpark figure for the true disparity.

Former Israeli PM: Jerusalem must be partitioned

JERUSALEM (AP) ? Former Prime Minister Ehud Olmert on Sunday urged Israeli leaders to relinquish the idea of a unified Jerusalem if they truly want peace, contending in a pair of interviews that years of government neglect have kept the Jewish and Arab sectors irreparably divided.

The Palestinians hope to make east Jerusalem the capital of an independent state including the neighboring West Bank and Gaza Strip.

"We can't unite them and connect them to the real fabric of life in Jerusalem, and except for grief, we haven't gotten anything from them," he said.

In those talks, Olmert offered to turn over parts of east Jerusalem to the Palestinians, and have Jerusalem's Old City, home to the most sensitive religious sites, be administered by an international consortium including Israelis, Palestinians, Americans, Jordanians and Saudis.

Olmert claimed his talks with the Palestinians came tantalizingly close to an agreement. The Palestinians have said Olmert did not go far enough.

Since taking power three years ago, Netanyahu has repudiated Olmert's willingness to partition the city. With a newly expanded coalition, Netanyahu has cemented a formidable majority for his hardline policies.

"We have a great obligation to the unity and development of Jerusalem," Netanyahu said at the start of his weekly Cabinet meeting Sunday, as he marked what Israel calls "Jerusalem Day."

The Palestinians have refused to conduct peace talks with Netanyahu unless he halts settlement construction in east Jerusalem and the West Bank. About 200,000 Israelis live in east Jerusalem, approaching the Arab population of about 280,000. Netanyahu says talks should resume without any preconditions.

On Sunday, Israel marked the anniversary with a series of marches and speeches throughout the city. The Palestinians' chief peace negotiator, Saeb Erekat, said the Israeli celebrations were "clear proof" that Israel is not interested in peace. "Clearly, this behavior reflects the mentality of a colonizer, rather than a supposed peace partner."

The agency said in a statement that the ring made three unsuccessful kidnapping attempts in March, hoping to ransom the Israelis for Palestinian prisoners in Israel.

Last year, Israel released more than 1,000 Palestinian prisoners in exchange for a captive Israeli soldier.

Greek political leaders reacted angrily on Saturday to a suggestion, attributed to German Chancellor Angela Merkel, that the country hold a referendum on euro membership alongside an election next month.

The suggestion was turned down, a statement said, because the caretaker government only has the authority to organise the new polls, expected June 17.

Berlin bluntly denied any such move.

"The information reported that the chancellor had suggested a referendum to the Greek President Carolos Papoulias is wrong," a Merkel spokeswoman said.

Alexis Tsipras, leader of the radical left Syriza party which came second in the May 6 vote on a campaign against the austerity policies, alluded to Germany's wartime record in Greece, a hugely sensitive and controversial period.

"Madame Merkel is used to talking to Greek political leaders as if she was addressing a protectorate," Tsipras said.

"Greeks are going to give a definitive answer (in the upcoming polls) and are going to put an end to the policies of austerity and submission, they will open the way for progressive forces across Europe," he added.

The leader of the socialist Pasok party, which along with New Democracy backed the EU-IMF accord and suffered accordingly on May 6, said only the Greek parliament and government had the authority to call a referendum.

"The question for Greece is not whether it stays in the euro or not, but whether it can get out of the crisis," Evangelos Venizelos said.

Greek newspapers were even more critical -- "Merkel Ultimatum," was the pro-Socialist Ta Nea front page headline.

"It's a Merkel Bomb for a euro referendum, an unprecedented political intervention which makes things worse," wrote Eleftheros Typos on the right, while financial daily Naftemporiki also spoke of a "political bomb."

The Merkel imbroglio comes at a bad time, with the chancellor in Washington for G8 talks hosted by US President Barack Obama who has shown himself more sympathetic to the need for growth than austerity as Greece tops the agenda.

Obama said Friday he supported Greece staying in the eurozone, a region of "extraordinary importance" not only for Europe but also for the global economy.

Up to now, Merkel has insisted that Greece must stick to the austerity terms in the bailout deal or risk losing access to debt funding -- effectively forcing it out of the eurozone.
